[25517] Member overlay - Replaces the member tooltip with an overlay

WARN: Not compatible with add-ons that directly modify the member tooltip.

This add-on replaces the member tooltip with an overlay styled similarly to XenForo 1.x.
Style properties are included, allowing easy customization of the member overlay appearance.
