Looking to buy a Xenforo License, or swap for an IPB License (standard license - also includes IP.Gallery, IP.Blog, IP.Content. They are inactive.)

I assume so Steve - they have never been transferred before, I purchased them directly from IBP.

Are there any other rules I should be aware of? I thought the only criteria was they could be transferred once.

Then in that case they can be transferred otherwise it would be hard to find someone to take the account. I just bring it up because it is the first question someone will ask if you don't post the information in your original post.
