  3. I have imposed a new requirement today limiting who can start and receive private conversations. This is in an effort to thwart scammers who have a zero post count but private message others offering to sell their licenses. The restriction is not strict, a user must post at least one (1) post in the forum before being allowed to start and/or receive private conversations. Read Forum Post

There is nothing such as the "best". You choice the software based on your requirements. Everyone has different view as "the best" so it will really differ from one to other. You should take the time to explore the various demos available of the products to see which one you like best. It does also help to find answers to all your questions so you don't get a bad surprise when you find out that you cant do X thing or X thing requires advanced development, etc.

it's depend on how much you can work on a forum, some free and other paid, all serve the same purpose.
we usually experiment with different different software rather than concentrating on content.
visitor don't come to see the software, they only come to read the contents
