[OzzModz] Inline Moderation Select All Permissions - Adds permissions for use of the "Select All" option

Requirements:
XenForo 2.2.0+

Description:
Adds a permission to allow users to use the "Select All" option in the inline moderation bar. Admins will be able to use the option regardless of the permission.

I suggest giving this permission to trusted moderators only, not the whole moderator group.
