[Foro.agency] Better auto complete tag list - Relevant tag list : admins, then staff, then members ordered by messages and likes

A more relevant tag list, admins are showing up first, then staff members, then members ordered by messages and likes.

You can now easily tag the member you want.

In this example : Walky is an admin, and walky28 got more messages than walkyn5...
