One question though is it still ok to transfer vbulletin licenses for free?

vBulletin 4.x are still transferable under the old license agreement, meaning you can still transfer vB4 licenses to anyone 1 time. Moving forward, vBulletin 5 and onward, the EU law comes into affect.
