vBulletin Licenses no longer transferable?

To clarify, can we still sell our vB licenses? I have a 3.6 or 3.8 license (can't remember) I would like to sell.

Yes, you should be able to (obviously if the license has never been transferred prior and meets all other criteria) as you bought that license under the "old" agreement. Best bet would be to open a ticket and ask vbulletin if the license can indeed be transferred legally.

Yes you can still sell them. I contacted vBulletin last night about my license transfer (4.x) and they told me they need all the ownership details.

This is true with 3.x and 4.x licenses. The restrictions are on 5.x and above.

VB5 licenses outside the EU are transferable- one time- for a $45 fee after 90 days. Inside the EU they are transferable so long as they stay in the EU for a $45 fee each time.
