DO NOT ASSUME THIS IS OFFICIAL. We will try and keep this updated to the best of our ability but cannot guarantee it's accuracy.

If you are the original licensee of the Software, you may make a one-time, permanent transfer of your license rights in the Software to a third party ("Subsequent Licensee") provided that five (5) conditions are met. The conditions are: (a) you are the original licensee, (b) the Software was purchased by you more than 90 days prior to the transfer, © you do not keep a copy of the Software for yourself, (d) the Subsequent Licensee agrees to the terms of this Agreement and the License, and (e) the Subsequent Licensee agrees to assume your license rights in the Software, excluding this transfer right. For sake of clarity, the right to transfer the Software belongs solely to the original licensee; the Subsequent Licensee is prohibited from transferring its rights to any third party. You must disclose the domain where you are using (or plan to use) the License, which may be disclosed in the vBulletin registered members area. You may set up one additional temporary test forum for the purpose of testing code, template and database modifications. Such a test forum must be password protected, and not made available to the general public at any time.

UPDATE Sept 13, 2012

Apparently, on the 1st of September, vBulletin has decided to change their License Agreement(Sans Announcement). So any licenses purchased prior to this date should not be affected, however I am not sure that this is the case.

Unless you are in the E.U., transfers are no longer allowed. Read section 19.1 and 19.1.1

19.1 No Prejudice, E.U. Provisions.19.1.1 No Transfer. YOU WILL NOT RENT, LEASE, SELL, SUBLICENSE, ASSIGN, OR TRANSFER YOUR RIGHTS IN THE SOFTWARE, OR AUTHORIZE ANY PORTION OF THE SOFTWARE TO BE COPIED ONTO ANOTHER INDIVIDUAL OR LEGAL ENTITY’S COMPUTER EXCEPT AS MAY BE EXPRESSLY PERMITTED HEREIN. You may, however, permanently transfer all your rights to use the Software (excluding Services, access to product Updates, discounts, and the use of customer support and forums) to another individual or legal entity provided that: (a) you also transfer (i) this Agreement; (ii) the license number(s), the Software affixed to media provided by vBulletin Solutions or its authorized reseller, and all other software or hardware bundled, packaged, or pre-installed with the Software, including all copies, Updates, and prior versions; (b) you retain no Updates or copies, including backups and copies stored on a Computer or in the cloud; and © the receiving party accepts the terms and conditions of this Agreement and any other terms and conditions under which you purchased the License to the Software. For the purpose of clarity, other vBulletin products and services, including support contracts, access to product updates, discounts, and the use of support forums are non-transferable. Prior to a transfer, vBulletin Solutions might require that you and the receiving party confirm in writing your compliance with this Agreement, provide vBulletin Solutions with information about yourselves, and register as end-users of the Software. Allow 4-6 weeks to effect the transfer. Prior to any transfer, you must contact vBulletin Solutions Customer Support Department atsales@vbulletin.com. Upon transfer of the Software, your License is automatically terminated.
 
VB5 licenses outside the EU are transferable- one time- for a $45 fee after 90 days. Inside the EU they are transferable so long as they stay in the EU for a $45 fee each time.
